I'm after a substitute for horizon hops, my LHBS doesn't stock these. I'm looking to brew the pale ale receipe from BCS which calls for horizon hops for bittering.

As a general rule, bittering hop substitutions are far less critical than flavour or aroma hop subs. So, don't get too worried on this one.
What I do in situations like this is just Google "Horizon (or whatever) hop substitute," and you'll usually get quite consistent answers doing that. In this case, Magnum comes up a lot but I'd be happy using any American high alpha hop on that recipe.

For 90% of my recipes I just use Magnum hops for bittering. They are a very "clean" bittering hop, nothing of note is imparted aroma or flavor-wise in the finished beer when using them as your early bittering addition. They are also a very high AA% so it's economical to use them because you won't need as much to get the desired IBU's.

A BCS recipe that I brew somewhat regularly calls for horizon, and I just use Warrior to keep from buying another hop ... and I think it's been very successful.
