Good Day, If the kettle is not too full, take it off the stove to the floor, set another pot next to it, transfer the bag, and replace the kettle to the stove. A towel or heat pad on the floor helps. This is good if you plan to sparge.

The kettle had 7 gallons of water in it. No way am I moving that.
But, you did give me an idea. If I can't bring the kettle to my level, maybe I can bring myself to the level of the kettle with a step stool.

Do you have a hood above the stove? If not (or depending on the clearance space) you could make a simple pipe stand over the range to use on brew days. I would use steel pipe to make two tees as the base on either side them use a couple elbows and another piece of pipe to bridge the gap across the stove. Good luck.

I have a microwave with a built in hood. There's not much clearance over the pot. Building a stand occurred to me a well. I am considering replacing that microwave anyway, because the vent doesn't do a very good job sucking up steam.
